I've tried both testing without any AV installed and then installing AV. All scenarios have been tested with the computers already joined to the domain (joined prior to knowing it was an issue).

I've created no new GPOs and I've even gone in and set older policies to not configured to give more control on the end machine I'm troubleshooting with. It doesn't matter if I'm logged in as the domain administrator or a standard end user. This isn't the case on my laptop or others I've checked. Of these, 3 of them (the latest I've installed) have decided that the Chrome browser cannot download ANY file from any website. I have 36 Windows 10 Pro computers in my corporate location.
